WASHINGTON, D. C, April 25 1898— The following bill declaring that war exists between the United States of America and the kingdom of Spain was passed by Congress today and signed by the President: "Be it enacted by the Senate and House of Representatives of the United States in Congress
assembled : "First — That war be and the same is hereby declared to exist, and that war has existed since the 21st of April, A. D. 1898, including said day, between the United States of America and the kingdom of Spain. "Second — That the President of the United States be and he is hereby directed and empowered to use the entire land and naval forces of the United States, and to call into actual service of the United States the militia of the several States to such an extent as may be necessary to carry this act
into effect."

Instructions were to-day telegraphed to Admiral Sampson at Key West to coal and provision his ships without delay, to take on board all available supplies of ammunition and start at the earliest possible moment in pursuit of the Spanish fleet now believed to be at Santiago de Cuba. away? These explicit and mandatory instructions are believed to outline, the preparations referred to in a press dispatch from Key West late this afternoon, stating that "events of surpassing interest are expected to develop near here within twenty -four hours, details of the movements not being permitted to pass the censor." Secretary Long today suspended the rule regarding the giving out of news concerning fleet movements long enough to confirm two important press dispatches, one locating the Spanish fleet at Santiago and the other announcing the arrival of Admiral Sampson at Key West.spain in perilous condition Concerning the first report the Secretary would only say that from the information received by the department it was believed that Admiral Cervera has entered the harbor of Santiago de Cuba with his fleet The earliest report made to the department by Admiral Sampson upon his arrival at Key West embraced the intelligence that the magazines of certain of his ships were in need of replenishing, having been depleted during the bombardments in which the vessels had been engaged.

Aug. 13, 1898 — The Herald's Washington correspondent sends the following: When the signatures of Secretary Day and Ambassador Cambon were affixed this Evening to the protocol defining the basis for the final negotiation of the treaty of peace between the United States and Spain the war was practically terminated. Although an armistice will be maintained until the final treaty of peace is signed, the two nations have ceased to be actively at war.
